NEA's Mandate Including Primary Responsibilities and Goals:

the regulation of Somalia’s electricity realm. Its mandate encompasses:

  • Strategic Oversight:
    Diligently overseeing the implementation of the Electricity Act and
    accompanying policies and regulations, in alignment with the NEA’s strategic plans, national electricity sector strategies devised by the Ministry of Energy and Water Resources.

  • Monitoring and Regulating:
    Diligently monitoring and regulating electricity service providers, while employing judicious measures to dissuade contravention of the statutory fabric.

  • Market Access and License Facilitation:
    Seamlessly receiving applications of, processing, and granting licenses to potential industry entrants and current eligible electricity service
    simultaneously fashioning the regulatory frameworks that empower their operations.

  • Enforcement and Penalties:
    Weighing fines and compensations in cases of covenant breaches, in accordance with regulations tailored to address such contingencies.

  • Protocols and Directives:
    Institutionalizing protocols and directives that serve as guidelines to the architecture of the Authority’s ambitious mandate, expertly hinged upon the foundational Electricity Act.

  • Resource Stewardship:
    Prudently charting the Authority’s financial course, crafting budgets and operational blueprints that mirror the exigencies of a vibrant sector.

  • Establishing Regulations:
    Enacting regulations, inclusive of methodologies for tariff determinations, other levies, technical controls and standards that intricately navigate the nuances of the electricity supply chain.
